Split the Raspberry Pi pipeline handler and IPA source code into common
and VC4/BCM2835 specific file structures.
For the pipeline handler, the common code files now live in
src/libcamera/pipeline/rpi/common/
and the VC4-specific files in src/libcamera/pipeline/rpi/vc4/.
For the IPA, the common code files now live in
src/ipa/rpi/{cam_helper,controller}/
and the vc4 specific files in src/ipa/rpi/vc4/. With this change, the
camera tuning files are now installed under share/libcamera/ipa/rpi/vc4/.
To build the pipeline and IPA, the meson configuration options have now
changed from "raspberrypi" to "rpi/vc4":
meson setup build -Dipas=rpi/vc4 -Dpipelines=rpi/vc4

Add the ability to read the platform configuration parameters from a
config file provided by the user through the LIBCAMERA_RPI_CONFIG_FILE
environment variable. Use the PipelineHandler::configurationFile()
helper to determine the full path of the file.
Provide an example configuration file named example.yaml. Currently two
parameters are available through the json file:
"min_unicam_buffers" The minimum number of internal Unicam buffers to
allocate.
"min_total_unicam_buffers" The minimum number of internal + external
Unicam buffers that must be allocated.

the intention of updating the API for Raspberry Pi specific features.

Put RPiStream into the RPi namespace and add a new log category (RPISTREAM).
Reorder methods into logical groups for readability.
There are no functional changes in this commit.

Remove use of vcsm allocations and replace with dma heap allocations.
The pipeline handler now passes the fd of the allocation over to the IPA
instead of the raw pointer.
Also use libcamera::FileDescriptor for fd lifetime management.
This commit must be built alongside the accompanying BCM2835 ISP kernel
driver changes at https://github.com/raspberrypi/linux/pull/3715.
Otherwise a mismatch will cause undefined behavior.

The StaggeredCtrl class has large functions, move them to a .cpp file
instead of inlining them all to reduce the binary size.

In an attempt to clarify the license terms of all files in the libcamera
project, the build system files deserve particular attention. While they
describe how the binaries are created, they are not themselves
transformed into any part of binary distributions of the software, and
thus don't influence the copyright on the binary packages. They are
however subject to copyright, and thus influence the distribution terms
of the source packages.
Most of the meson.build files would not meet the threshold of
originality criteria required for copyright protection. Some of the more
complex meson.build files may be eligible for copyright protection. To
avoid any ambiguity and uncertainty, state our intent to not assert
copyrights on the build system files by putting them in the public
domain with the CC0-1.0 license.
