android: camera_device: Remove ANDROID_SCALER_AVAILABLE_FORMATS

ANDROID_SCALER_AVAILABLE_STREAM_CONFIGURATIONS deprecates the
ANDROID_SCALER_AVAILABLE_FORMATS tag. As the HAL implements both tags
remove the deprecated one.
