The constructor sets all fields to 0. This replaces the memset(0) and default
value initialisation usage in the agc and lux controllers respectively.

Move the functionality for the following components to the new
base support library:
- BoundMethod
- EventDispatcher
- EventDispatcherPoll
- Log
- Message
- Object
- Signal
- Semaphore
- Thread
- Timer
While it would be preferable to see these split to move one component
per commit, these components are all interdependent upon each other,
which leaves us with one big change performing the move for all of them.

Convert the core AGC and Lux controller code to use
utils::Duration for all exposure time related variables and
calculations.
Convert the exposure/shutter time fields in AgcStatus and DeviceStatus
to use utils::Duration.

Supply the missing SetCurrentAperture() method (even though no one is
calling it). If we did call it, it would be called synchronously so
the atomic variable is not required.

This commit deals with all the "small" algorithms (that is, not
Agc/Awb/Alsc). A few unnecessary debug messages have also been
removed.

This avoids a namespace clash with the RPi namespace used by the ipa and
pipeline handlers, and cleans up the syntax slightly.
There are no functional changes in this commit.
