We use the CamHelper class to initialise it to the usual value of 1.
The CamHelper's GetModeSensitivity method can be redefined to
implement a different behaviour for sensors that require it.

Switch the ipa and cam_helper code to use libcamera::utils::Duration for
all time based variables. This improves code readability and avoids
possible errors when converting between time bases.

The existing framerate/vblank calculations did not account for the
sensor mode limits. This commit extracts vblank limits from the sensor
v4l2 controls, and stores it in the camera modes structure.
Exposure and vblank value calculations now use values clamped to the
sensor mode limits. The libcamera::controls::FrameDurations metadata
return values now reflect the minimum and maximum after clamping.

This commit plumbs the user transform from the Raspberry Pi pipeline
handler through to the IPA. Note that the transform is actually
handled in the sensor (by setting the h/v flip bits), so the IPAs need
to understand the orientation of the image they receive.
Once in the IPA we add it to the CameraMode description, so that it
becomes automatically available to all the individual control
algorithms.
The IPA configure method has to be reordered just a little so as to
fill in the transform in the camera mode before calling SwitchMode.
