Split the Raspberry Pi pipeline handler and IPA source code into common
and VC4/BCM2835 specific file structures.
For the pipeline handler, the common code files now live in
src/libcamera/pipeline/rpi/common/
and the VC4-specific files in src/libcamera/pipeline/rpi/vc4/.
For the IPA, the common code files now live in
src/ipa/rpi/{cam_helper,controller}/
and the vc4 specific files in src/ipa/rpi/vc4/. With this change, the
camera tuning files are now installed under share/libcamera/ipa/rpi/vc4/.
To build the pipeline and IPA, the meson configuration options have now
changed from "raspberrypi" to "rpi/vc4":
meson setup build -Dipas=rpi/vc4 -Dpipelines=rpi/vc4

Add the ability to read the platform configuration parameters from a
config file provided by the user through the LIBCAMERA_RPI_CONFIG_FILE
environment variable. Use the PipelineHandler::configurationFile()
helper to determine the full path of the file.
Provide an example configuration file named example.yaml. Currently two
parameters are available through the json file:
"min_unicam_buffers" The minimum number of internal Unicam buffers to
allocate.
"min_total_unicam_buffers" The minimum number of internal + external
Unicam buffers that must be allocated.

Extend the logger to support coloring messages. The log level is
colorized with per-level colors, and the category with a fixed color.
This makes the log output more readable.
Coloring is enabled by default when logging to std::cerr, and can be
disabled by setting the LIBCAMERA_LOG_NO_COLOR environment variable.
When logging to a file with LIBCAMERA_LOG_FILE, coloring is disabled. It
can be enabled for file logging using the logSetFile() function.

For test purpose it's useful to run open-source IPA modules in
isolation. This can already be done by deleting the corresponding
signature file, but that method can be inconvenient. Add a way to force
IPA module isolation through a new LIBCAMERA_IPA_FORCE_ISOLATION
environment variable.

The usage of # in embedded URIs for references to sections in
reStructuredText is HTML specific. Use the standard rST reference to
targets instead, to be compatible with other formats as well, should
this documentation ever be exported to PDF, for example.

Describe the environment variables used in libcamera, excluded
variables are `LIBCAMERA_IPA_FORCE_C_API` and `LIBCAMERA_IPA_PROXY_PATH`,
the former because it is likely to be removed and the later because
it has no current use-case.
Add a brief explanation for the IPA configuration and IPA modules.
List all the available Log levels and categories and add a short guide
on how to use them for debugging.
