android: jpeg: Introduce a simple image thumbnailer
Add a basic image Thumbnailer class for the frames being captured.
Currently, the thumbnailer can scale NV12 frames. It shall be used
to generate a thumbnail image for EXIF metadata, in the subsequent
commit.
