ipa: ipu3: Change limits and split loops in calculateBdsGrid()
The loops over the width and height of the image when calculating the BDS grid parameters are nested, but they're actually independent. Split them to reduce the complexity. While at it, split out the constants to documented const expressions for the grid sizes.
