IPA modules may require configuration files, which may be stored in
different locations in the file system. To standardize file locations
between all IPAs and pipeline handlers, provide a helper function to
locate a configuration file by searching in the following directories:
- All directories specified in the LIBCAMERA_IPA_CONFIG_PATH environment
variable ; or
- In the source tree if libcamera is not installed ; otherwise
- In standard system locations (etc and share directories).
When stored in the source tree, configuration files shall be located in
a 'data' subdirectory of their respective IPA directory.
More locations, or extensions to the mechanism, may be implemented
later.

The two callers of functions libcameraPath() and isLibcameraInstalled()
end up using the same process and finally use the path with
libcamera.so. Hence write a function libcameraBuildPath() which
combines their functions and returns the root of the build sources
when the library has not been installed, but is running from the build
tree, thereby making call sites simpler.
When the library is installed, libcameraBuildPath() will return an empty
string.
Make changes in the call sites accordingly.

When libcamera is built and tested before installing, it will
be unable to locate the path to proxy workers, or previously
installed files in the system path may be incorrect to load.
Hence, when libcamera is not installed, but is running from a build
tree, identify the location of that tree by using libcameraPath(), and
from that point add relative path to the proxy workers directory.

User environment path in LIBCAMERA_IPA_PROXY_PATH should take precedence
over system loading locations. Change precedence accordingly

Add an IPAProxy class whose implementations will act as a proxy between a
pipeline handler and an isolated IPA interface. Also add an IPAProxyFactory
that will construct the IPAProxy implementations as necessary.
Update Doxygen to ignore the directory where IPAProxy implementations will
reside.
